SCI论文审稿，导师让写审稿意见怎么写？

作为一名编辑，研读过几百份审稿意见。有的Reviewer洋洋洒洒2-3000字，对稿件提升很大，也获得了作者的高度认可和真诚感谢，也有的发扬废话文学，3-500字，说了好像又没说什么，让作者无从改起。总体来说，国外审稿人比国内的更认真负责（国内文山会海，也是没有办法的事，哈哈）。
总结一下，一份优秀的审稿意见一般包括两部分。第一部分是对论文的总体评价，包括总结论文的主要工作，然后评价其主要缺点及意义。最后给出总体意见（Accept/Major/Minor/Reject）。第二部分是具体的修改意见。大的方面包括实验设计，数据、论文结构等，小的方面包括语言问题、拼写、量词或固有名称规范化等等。
英文的表述是这样：
第一段，总体评价：
In the manuscript titled xx, xx作者等performed xx and demonstrated xx（概括本文的主要工作）. This study contains some interesting findings and is valuable for the understanding of xx（概括本文的主要贡献）. However, lack of XX is the major flaw of the study（指出论文的缺陷）. Therefore, MAJOR/MINOR revision has to be done before this manuscript could be accepted for publication in the XX (期刊名称).
第二部分，具体的修改建议。
Major comments (大的方面):
1In the introduction section, the authors need to provide detailed information on current progress in XX (关于文章架构的建议）
2 The data in Fig XX are not sufficient to demonstrate that “XX” (关于结论的充分合理性）
3 The current manuscript needs to be polished by a native English speaker or a professional language editing service. (建议语言润色）

Minor comments （小的细节）:
1 Line XX-XX, I guess the author means XX. (typo）
2 Line XX-XX, please add reference(s). （建议加引文）
3 Fig. XX: What does XX mean? Please specify. (图中标识不清）
